CANTON — Capital Planning Committee begins FY27 capital request review amid $73,711 funding shortfall. Finance Director Randy Scollins presented municipal and enterprise fund requests, noting that the Select Board has funded several projects through mitigation monies to expedite procurement, a practice the committee flagged as requiring bylaw clarification. Major requests include a $1.81 million fire ladder truck replacement funded through ambulance receipts, a $2.5 million water ultrafiltration system, and a $2.25 million lead service line program.
The committee raised governance concerns about its oversight role when mitigation funds bypass the typical capital planning process and plans to complete municipal request review on January 13, school requests on January 22, and begin department head interviews on January 27 and 29.
